Amendment in export policy of PPE Kits allowing restricted import of PPE Medical Coveralls for COVID-19

The Directorate General of Foreign Trade (DGFT) in a Notification dated 29th June, 2020 has amended the Export Policy of Personal Protective Equipment (PPE).

Background:

DGFT with a Notification on 31st January, 2020 had prohibited the Export of PPE including Clothing and Masks under Serial Number 207A. Further with Notifications on 19th March, 2020, 16th May, 2020 and 22nd June, 2020 export on the following were prohibited under the Export Policy 2018 –

1. Surgical Masks/Disposable Masks

2. All Masks except non-surgical/non-medical masks of all types(cotton, silk, wool, knitted)

3. PPE exported either as part of kits or as individual items -i. Medical Coverall of all classes/categories
ii. Medical Goggles
iii. All Masks except non-surgical/non-medical masks of all types(cotton, silk, wool, polyester, nylon, rayon, viscose-knitted, woven or blended)
iv. Nitrile/NBR Golves
v. Face Shield

Now, with the 29th June, 2020 Notification export of all PPE Medical Coveralls for COVID-19 will have restricted export. A monthly export quota of 50 Lakh PPE Medical Coveralls for COVID-19 units has been fixed for issuance of export policies to the eligible applicants to export PPE Medical Coveralls for COVID-19 as per criteria separately issued in a Trade Notice on 29th June, 2020.

The Trade Notice on 29th June, 2020 has specified the Procedure and Criteria for submission and approval of applications for export of PPE Medical Coveralls for COVID-19.

All items defined under point 3 above continue to remain prohibited for export and monthly quota will not be applicable on export of such items.
