District Magistrate of East Khasi Hills in Meghalaya notifies guidelines to implement prohibitions on certain activities in the District; effective since 10th August, 2020 up to 17th August, 2020, between 5 am to 9 pm

The District Magistrate of East Khasi Hills District in Shillong, exercising its powers under the Meghalaya Epidemic Diseases, COVID-19 Regulations, 2020 has prohibited certain activities in East Khasi Hills District including Shillong Urban Agglomeration, Civil Sub-Divisions of Sohra / Pynursla and C&RD Blocks since 10th August, 2020 (Monday) upto 17th August, 2020 (Monday) for timings falling between 5 am to 9 pm each day.

Activities prohibited are –

1. Inter-State movement;
2. Any assembly whatsoever. Individuals to maintain social distance of at least 6 feet and should wear masks and follow proper respiratory etiquette without fail;
3. Operation of unregulated major markets (iew heh/iew die lang) and unregulated shopping complexes;
4. Border haats and markets located in the inter-state borders;
5. Operation of cinema halls, gyms, swimming pools, entertainment parks, theatres, bars and auditorium, assembly halls and similar places;
6. All forms of contact sports and spectators in sports grounds and stadiums;
7. Operation of educational institutions, training centres and coaching classes (tuitions) barring online/distance learning.
8. Opening of religious places/places of worship of all faiths including religious gatherings and congregation. However, marriage rituals in places of worship is permitted only after obtaining permission from the District Collector;
9. All forms of large gathering and congregation including social, political, entertainment, academic, cultural, religious functions etc.;
10. Moving in public, work places and during transport without mask;
11. Spitting in public places;
12. Consumption of liquor, paan, gutka, tobacco etc. in public places;
13. Operation of cyber cafe, gaming parlours, jackpot parlours and lottery counters;
14. Incoming additional workforce from outside the District EXCEPT for highly skilled, skilled, specialized professionals and technicians regulated by SOP of Labour Department.

General Instructions:
1. Employers to ensure that all employees have the “Arogya Setu” Application and Behavioural Change management app installed on their phones;
2. Adhere to the guidelines prescribed in the SOP to prevent the spread of COVID-19 in office (public and private);
3. Operation of permitted shops, services, establishments, industrial and commercial activities etc. to strictly adhere with SOPs prescribed by the Government along with National Directives of Government for COVID-19 Management in Public Places and Work Places including mandatory compliance with the advisories of the Health and Family Welfare Department;
4. Operation of supply chains/wholesalers and retail outlets, shops, services and other establishments in the District will be regulated as per scheduled timings and dates which will be released in advance from time to time by the District Magistrate. Also advisories and guidelines of the Government should be followed strictly by all;
5. Persons above the age of 65 years, persons with co-morbidities, pregnant women and children below the age of 10 years are advised to stay at home except for essential requirements and for health purposes;
6. Individuals are required to maintain distance of 6 feet or 2 metres;
7. All residents are required to install Aarogya Setu application on compatible mobile phones and regularly update their health status on the app for containment of COVID-19 pandemic;
8. 50% of private and public transport will operate in east Khasi Hills District;
9. Public transport and private transport vehicles to ply on rotational basis from 5 am to 9 pm;

10. Movement of vehicles and other traffic arrangements will be prepared and regulated by the office of Superintendent of Police. Inter-district movement of persons is permitted;
11. Passes for all forms of outward inter-state movement from East Khasi Hills District will only be issued by the District Magistrate.
