Government extends the last date of filing Annual Return for financial year 2017-18, under the Foreign Contribution (Regulation) Act, 2010, till 31st March, 2019

The Ministry of Home Affairs (“Ministry”) has issued a Public Notice [No. II/21022/58(370)/2018-FCRA(MU)] dated 29th December, 2018, extending the last date for filing mandatory Annual Returns, under the Foreign Contribution (Regulation) Act, 2010 (“Act”), for the financial year 2017-18 from 31st December, 2018 to 31st March, 2019.

Background:

As per the Act and the Foreign Contribution (Regulation) Rules, 2011, persons/associations registered under the Act are required to submit electronically online Annual Return in Form FC-4, along with scanned copies of income and expenditure statement, receipts and payment account, balance sheet etc. for the financial year, within 9 months of the closure of the financial year. Thus, the last date of filing the Annual Return for the financial years 2017-18 was 31st December, 2018.

However, the Ministry had received representations from several associations that they were facing difficulties in generating the Unique ID under the DARPAN Portal while online filing of the Annual Returns due to various reasons.

After considering the representations received, the Ministry issued this public notice, extending the last date of filing the Annual Returns for the financial year 2017-18.
