Home Secretary, Government of India re-iterates that there shall be no restriction on inter-State and intra-State movement of goods and people; separate permission, e-permit or approval not required for such movement

The Ministry of Home Affairs, Government of India (“MHA”), in letters dated 22nd August, 2020 (addressed to the Chief Secretaries of all States and Administrators of Union Territories), has re-iterated the fifth paragraph of the MHA Unlock Order 3.0 issued on 29th July, 2020 wherein it was clearly mentioned that there will be no restriction on inter-State and intra-State movement of persons and goods and that no separate permission, approval or e-permit shall be required. The MHA has further emphasised that the MHA Unlock 3.0 guidelines be strictly followed.

 Background :

There have been reports of local level restrictions on movement being imposed by various Districts / States. Such restrictions are creating problems in inter-State movement of goods and services, resulting in disruption of economic activities and employment besides affecting supply of goods and services. Such restrictions imposed by the State Government amount to violation of guidelines issued by the MHA under the provisions of the Disaster Management Act, 2005.
