Ministry of Health and Family Welfare proposes categorization and classification of Clinical Establishments; invites comments and suggestions within 1st September 2019.

The Ministry of Health and Family Welfare (“Ministry”) has through a Notice dated 17th July 2019 issued a Draft of the Categories of Clinical Establishments for the Clinical Establishments (Registration and Regulation) Act, 2010 (“Act”).   As per the present notice, the Ministry is planning to issue the Rules for Classification and Categorization of Clinical Establishments under the Act after addressing objections/ comments that may be received on the draft.

Comments and suggestions are invited on the draft categorization within 1st September 2019 and must be addressed to Dr. Anil Kumar, Additional DDG, Dte. GHS, Ministry of Health and Family Welfare, Room No- 560 A, Nirman Bhawan, New Delhi- 110011 or be sent via email at help.ceact2010@nic.in

Key Highlights:

  • Categorization of clinical establishments is proposed on the basis of:
  1. Location
  2. Ownership
  3. System of Medicine in the establishment
  4. Type/ Size of the establishment
  • The various type/ size of clinical establishments as per the proposed categorization are:
  1. Clinics (Outpatients)
  2. Day care facility
  3. Hospitals including Nursing Home (outpatient and inpatient)
  4. Dental Clinics and Dental Hospital
  5. Diagnostic Centers
  6. Allied health professions
  7. Ayush
  • Allopathic Hospitals to be classified as under: –
  1. Hospital Level 1(A)– These hospitals must be having General Medical Services with indoor admission facility provided by recognized allopathic medical graduates and may also include general dentistry services provided by recognized Bachelor of Dental Sciences (BDS) graduates.
  2. Hospital Level 1(B)- This level of hospital must include all the general medical services provided at level 1(A) above and specialist medical services provided by doctors from one or more basic specialties namely General Medicine, General Surgery, Pediatrics, Obstetrics, Gynecology and Dentistry providing indoor and OPD services.
  3. Hospital Level 2 (Non-Teaching)

This level must include all the services provided at level 1(A) and 1(B) and services through other medical specialties given as under, in addition to basic medical specialty given under 1 (B) like: –

  1. Orthopedics
  2. Otorhinolaryngology
  3. Ophthalmology
  4. Dental
  5. Emergency with or without ICU
  6. Anesthesia
  7. Psychiatry
  8. Dermatology, Venerology and Leprosy
  9. Pulmonary Medicine
  10. Rehabilitation, etc.

(d) Hospital Level 3 (Non -Teaching) Super Specialty Services

This level must include all the services provided at level 1 (A), 1(B) and 2 and services of one or more or the super specialty with distinct department and/or also Dentistry if available. It will have other support systems required for services like pharmacy, Laboratory, and imaging facility, Operation Theatre etc.

Examples can be Corporate Hospitals, Referral Hospitals, Regional or State Hospital, Nursing Home and Private Hospital of similar scope etc.

  • The proposed sub-classification for Classification for Diagnostic Centers is as follows:
  1. Medical Diagnostic Laboratories
  2. Diagnostic Imaging Centers
  3. Collection Centers
