RSPCB mandates e-waste manufacturers, dismantlers, refurbishers and recyclers to maintain passbook issued by them in addition to compliances under the E-Waste Rules; effectively immediately

The Rajasthan State Pollution Control Board (“RSPCB”) through an Office Order dated 10.02.2020 has mandated e-waste manufacturers, dismantlers, refurbishers and recyclers to maintain passbook that are issued by RSPCB. This obligation is in addition to the filing of Form -2 and Form 3 under the E-Waste (Management and Handling) Rules, 2016 (“Rules”) and is effective immediately in the state of Rajasthan. This move has been taken by the RSPCB to efficiently track and monitor recyclable e-waste by all e-waste processing units.

Key Highlights :

  • The passbook will be issued by the RSPCB along with authorization under the Rules for a period of 5 years with specific conditions that the segregated e-waste will be sold to registered recyclers only.

  • At the time of renewal of authorization the original passbook must be submitted to the RSPCB for them to check the quantity and type of e-waste.

  • The passbook will contain type and details of the e-waste permitted for procurement.

  • The Regional Officer will check the inputs made by the processing unit
