Telangana PCB issues instructions to HCFs with respect to waste water generation under the Bio-Medical Waste Management Rules, 2016

In view of the number of beds available in the hospitals, the Telangana State Pollution Control board (“Board”) in a Circular dated 21.12.2020 has stated that the water consumption for bedded and non-bedded hospitals will be calculated based on the criteria and waste generation will be calculated to be 85% of the water requirement. The Board has assigned the Sewage Treatment Plants (“STPs”)
to maintain 20% buffer for effective functioning of treatment plant with a view to meet standards under BMW Rules. The stakeholders and the HCFs are to be enlightened regarding the same.

 

The Regional Officers and zonal Officers to ensure proper categorisation of HCFs basis waste water generation as per NBC and ensure provision of required capacities STP / waster water treatment plants by the HCFs while processing Authorisation under BMW Rules and Consents under Water (P&C) Act 1974 and Air (P&C) Act 1981.

 

Background-

 

During the BMW technical committee meeting held on 24.11.2020, it had been noted that the STPs provided by the HCFs are not consistent with the number of beds under the National Building Code of India 2016. Further, the Central Pollution Control Board (“CPCB”) modified directions regarding categorization of Industrial Sectors under Red, Orange, Green and White categories.
