TNPCB extends timeline to comply with order regarding retrofitting of emission control equipment in existing DG sets with capacity of 125KVA & above

The Tamil Nadu Pollution Control Board (“TNPCB”) in an Order dated 8th October, 2020 has extended the date of implementation of the Notification to comply with the condition for retrofitting of emission control devices in DG sets with capacity of 125KVA to all the industries and the establishments operating DG sets of capacity 125KVA and above within the state of Tamil Nadu.

The extension has been granted to a further period of 3 months from 11th October, 2020 i.e. till 11th January, 2021.

Background:

In a Previous Order dated 10th June, 2020 the TNPCB had directed all industries and establishments operating DG Sets of capacity 125KVA and above to comply with the following:

1. Retrofit all operational DG sets of capacity 125KVA and above with an Emission Control Device/ Equipment having a minimum specified particulate matter capturing efficiency of at-least 70% in 5 mode D2 cycle. The Emission Control Device/Equipment must be tested over an ISO 8178 5 mode D2 cycle for equivalent KVA rating by one of the five Central Pollution Control Board, Govt of India, recognized /approved laboratories as given below:

• Automotive Research Association of India, Pune (Maharashtra)
• International Centre for Automotive Technology, Manesar (Haryana)
• Indian Oil Corporation, Research and Development Centre, Faridabad (Haryana)
• Indian Institute of Petroleum, Dehradun (Uttarakhand);or
• Vehicle Research Development Establishment, Ahmednagar (Maharashtra

2. Shifting to gas based generators by employing new gas based generators or retrofitting the existing DG sets for partial gas usage.

The time period of complying with the Notification was a period of 120 days from the date of issuance of the Order.

However, representations have been received from various agencies to extend the limit of retrofitting of emission control devices/ equipments in DG sets in light of the pandemic.

Therefore, through the present Order, the time for complying with the Order has been extended.
