Andhra Pradesh Government notifies the Occupational Safety, Health and Working Conditions (Andhra Pradesh) Rules, 2026

the Andhra Pradesh Government has notified the Occupational Safety, Health and Working Conditions (Andhra Pradesh) Rules, 2026 (“Rules”) under the Occupational Safety, Health and Working Conditions Code, 2019 (“Code”), with immediate effective.

Key Highlights:

  1. Employers seeking registration for an establishment must make an application electronically to the Registering Officer by giving details about the establishment and uploading documents related to registration of the establishment, proof of identity and address.
  2. Fees pertaining to registration of establishments have been prescribed.
  3. Duties of employer in respect of annual health examination of employees, letter of appointment, notice of accidents and dangerous occurrences, notice of disease etc. have been laid down.
  4. Establishment of Safety Committee for the following class of establishments have been prescribed:
    • Factories employing 250 or more employees;
    • Factories categorized as Major accident hazard Installation;
    • Factories engaged in hazardous process and employing 50 or more persons;
    • Factories engaged in dangerous operations and employing 50 or more persons;
    • Establishments engaged in building or other construction work and employing 250 or more persons;
  5. Appointment of safety officers, the number of safety officers to be appointed and their duties have been prescribed.
  6. The daily and weekly working hours, weekly day of rest, compensatory holidays and wages for overtime and have been laid down under the Rules.
  7. The maintenance of the following registers/records have been prescribed under the Rules:
    • Register of employees of all the persons employed by in the factory/establishment in Form-VIII;
    • Entries of attendance up to date at the time of commencement of work in each day in Form-VIII(A);
    • Register of workers, wages, overtime, and fine, deduction for damage or loss in Form-IX;
    • Record of leave with wages in Form X;
    • Record of Overtime slips issued to each worker when the workers are employed on overtime;
    • Register for the Adolescent workers in Form- XXII.
  8. The following display requirements have been prescribed under the Rules:
    • Display of weekly day of rest;
    • Display of compensatory holidays;
    • Display of periods of work;
    • Display of board showing name and address of the establishment;
    • Display of hours of work, wage period, date of payment of such wages, details of accident and dangerous occurrence in the establishment.
  9. Employer of an establishment must send the following returns relating to the establishment to the Inspector-cum Facilitator:
    • Annual Return in Form XII within 1st February;
    • Half yearly return in Form XII(A), within 30 days after completion of each half-year of the calendar.
  10. Prescribes conditions relating to employment of women in an establishment during night or before 6.00 a.m. and beyond 7.00 p.m. have been prescribed.
  11. Conditions for grant of license to a contractor, procedure for issue of license, along with renewal of license have been specified.
  12. Prescribes provision of journey allowance for Inter-State Migrant Workers.
  13. Conditions for grant of license pertaining to beedi and cigar workers, procedure for issue of license, prescribed fees, renewal of license and welfare facilities have been specified.
  14. Procedure for obtaining approval of site plan for factories and licence have been prescribed.
  15. The Rules have further specified the list of dangerous operations carried out in factories.
  16. Housing Accommodation for workers employed in plantation, supply of drinking water, urinal facilities, creche, educational and health facilities which are required to be provided by employers have also been prescribed.
