Gujarat Govt. revises Fire Safety Standards for buildings and temporary structures and updates the categories of buildings requiring Compliance Certificate

The Urban Development and Urban Housing Department, Government of Gujarat (“UDUHD”) has notified the Gujarat Fire Prevention and Life Safety Measures (Amendment) Rules, 2026 (“Amendment Rules”) along with an amendment to Gujarat Fire Prevention and Life Safety Measures Regulations, 2023 (“Regulations”). The Amendment Rules revise fire safety standards for buildings and temporary structures and update the categories of buildings requiring fire safety compliance certificates. The Amendment Rules came into force on 23^rd October 2026, except for specified industrial building categories, for which the provisions will come into force on 1^st April 2027.

Key Highlights under the Amendment Rules:

1. Minimum standards covering building access, exits, fire detection and alarm systems, sprinklers, hydrants, smoke management, firefighting water storage, emergency power supply and other fire protection measures will apply as prescribed under the GDCR or relevant regulations. Authorities may also require additional fire safety measures where necessary.
2. Temporary Structures such as mandaps, shamiyanas, tents and pandals must comply with IS 8758:1993 and applicable regulations, covering access, exits, construction materials, electrical wiring, firefighting arrangements, water storage and trained firefighting staff. The promoter, organiser, owner, or occupier is responsible for providing and maintaining these measures.
3. The revised Third Schedule prescribes the following thresholds for industrial buildings requiring a compliance certificate:

1. Low-hazard – Built-up area of more than 500 sq. m.
2. Moderate-hazard – Built-up area of more than 500 sq. m.
3. High-hazard – Built-up area of more than 50 sq. m.

4. The above provisions applicable to the specified industrial building categories will come into force on 1^st April 2027.
