CPCB decides to levy processing fees on applicants for all matters related to Type Approvals and Conformity of Production Tests (Failure, Extension, Exemption etc.) of Genset Engines

The Central Pollution Control Board (“CPCB”) has decided to levy processing fees on the applicants for all the cases related to Type Approvals and Conformity of Production Tests (Failure, Extension, Exemption etc.) in the following manner:

  • Type Approval application for emission compliance of Genset engines and Retrofit Emission Control Devices (Petrol & Kerosene, Diesel and all existing and incoming gaseous fuels. (Up-to 5 models)

  • Type Approval application for noise compliance of Genset engines (Petrol & Kerosene, Diesel and all existing and incoming gaseous fuels). (Up-to 5 models)

  • Change of Certification Agency

  • Subsequent addition of each Engine model

  • Subsequent addition of each Genset model

  • Failed COP for which root cause analysis and on field compliance required.
  • Note: This fee is additional to Bank Guarantee to be submitted as security for recall

The applicable processing fees must be deposited by the applicant units in the account of CPCB named as [‘CPCB UPC GENSET APPL FEE’ in Canara Bank, Branch -Karkardooma, Delhi-110092, Account No. 110114456900, IFS Code CNRB0003333, Branch DP Code: 3333.] Thereafter, the application must be submitted along-with proof of deposition of fees.

Background: The Ministry of Environment, Forest and Climate Change revised the Emission Standards and limits for Gensets in the Environment (Protection) Third Amendment Rules, 2022 (“Rules”) as per which the CPCB is the ‘Nodal Agency’ and is mandated to ensure compliance of ‘System and Procedure’, coordinate activities related to Type Approvals, Conformity of Production (COP) Tests, settle disputes and resolve technical difficulties in execution of these Rules.
