Andhra Pradesh notifies new Regulation to simplify the process of granting open access to renewable energy generator and consumers

The Government of Andhra Pradesh has notified the Andhra Pradesh Electricity Regulatory Commission (Green Energy Open Access, Charges, and Banking) Regulation, 2024 (“Regulation”) to bring clarity and simplify the process of granting open access to renewable energy generator and consumers.

Background:

The Government of India has set a target to install renewable energy capacity of 550GW by 2030. Keeping this in mind and to bring in regulatory certainty and streamlining open access process for renewable energy generators and consumers, the present Regulation has been issued.

Applicability:

This Regulation will be applicable for allowing Open Access to electricity generated from Renewable Energy Sources, for use of Intra-State Transmission System’s (InSTS} and/or distribution system’s of licensee’s in the State, including such Intra-State Transmission and/or distribution system’s, which are incidental to Inter-State Transmission of electricity.

The present Regulation also supersedes all the earlier Regulations/ Stipulations/ Guidelines/Directions issued by the Commission in the matter of Open Access to Green Energy.

  • The transmission charges, wheeling charges, cross subsidy charges etc are also mentioned in the present Regulations.
