CAQM invokes actions under Stage-III (‘Severe’ Air Quality) of revised GRAP in Delhi-NCR region with immediate effect; actions under Stage I and Stage II to continue

The Commission for Air Quality Management (“CAQM”) in Delhi-NCR and adjoining areas has decided to invoke all actions under Stage III of the Graded Response Action Plan (“GRAP”) – ‘Severe’ Air Quality (Delhi AQI ranging between 401-450) and directed for continuation of actions under Stage I and Stage II with immediate effect. This has been done to prevent further deterioration of the air quality.

Key Highlights:

Some of the restrictions which have been imposed to ensure that the air quality does not slip further are as follows:

1. Strict ban on construction and demolition activities (C&D) in the entire NCR region, except for specific categories of projects and less polluting/ less dust generating activities, subject to compliance with C&D Waste Management Rules and dust prevention norms including compliance with the directions of the Commission issued from time to time;
2. Closing of all mining and associated activities in the entire NCR;
3. Restrictions on plying of BS III Petrol and BS IV Diesel Light Motor Vehicles (4 wheelers) in Delhi and the districts of Gurugram, Faridabad, Ghaziabad, and Gautam Budh Nagar. Exceptions are granted only on vehicles for Persons with Disabilities (PwDs), if these are specially adopted for them and used privately;
4. Ban on Delhi-registered diesel Medium Goods Vehicles (MGVs) (BS-IV standards or below) in Delhi, except for those carrying essential commodities/providing essential services;
5. Ban on entry of BS-IV diesel LCVs/goods carriers registered outside Delhi, except for those carrying essential commodities/providing essential services.
