Gujarat PCB instructs regarding detailed inspection of recyclers and actual users of hazardous waste

The Gujarat Pollution Control Board (GPCB) has specified periodic detailed inspection for recyclers and actual users of hazardous waste by the regional offices. The Regional Offices are to carry out a detailed inspection at least once in every six months to ensure that recyclers of hazardous waste and actual users authorized for utilization of hazardous waste under Rule 9 of the HOWM Rules, 2016, comply with the applicable CPCB SOPs/guidelines and the conditions stipulated in their authorizations on a continuing basis.
The detailed inspection will cover the following:-
- compliance with the applicable CPCB SOP or guideline, including the prescribed minimal requisite facilities;
- compliance with the conditions stipulated in the authorization and other applicable permissions;
- verification of the authorized source, category and quantity of hazardous waste received and recycled/utilized;
- reconciliation of hazardous waste received and consumed with the quantity of product/output and residues generated;
- adequacy and actual operation of process equipment, storage facilities, pollution control systems and prescribed environmental safeguards;
- compliance with product specifications, restrictions on end use and monitoring requirements, wherever prescribed; and
- proper management and disposal of residues and other wastes generated from the recycling or utilization activity.
The detailed inspection can be integrated with the routine inspection scheduled during the relevant 6 month period, provided that compliance with all applicable requirements of the CPCB SOP/guideline and authorization conditions is specifically verified and recorded in the inspection report.
