Ministry of Power amends the list of Energy Intensive Industries, to add to the list of designated consumers under the ‘Schedule’ of Energy Conservation Act, 2001

The Ministry of Power (“Ministry”), by virtue of power conferred by the Energy Conservation Act, 2001 (“Act”) has amended an earlier Notification bearing the number S.O. 394(E), dated 12th March, 2007 which specifies certain energy intensive industries and other establishments as designated consumers. The Ministry has reviewed the list of energy intensive industries, listed under the Schedule of the Energy Conservation Act, 2001 to include Sugar, Chemicals, Ceramic, Zinc, Copper, Glass, Port Trust, Dairy, Automobile Assembly Unit, Tyre Manufacturer, Forging, Foundry, Refractories units with the following energy consumption as designated consumers:
- Pulp and Paper – 7,500 metric tonne of oil equivalent per year and above.
- Sugar – Units of sugar plants or establishment those are under production of sugar and its variants such as white sugar, brown sugar and liquid sugar, having energy consumption of 10,000 metric tonne of oil equivalent per year or above.
- Chemical – Units of such chemical plants or establishments those are under production of chemicals with the following items, namely:-

- Alkali Chemical (Soda Ash, Potassium Hydroxide);
- Inorganic Chemicals;
- Organic Chemicals;
- Pesticides (Technical);
- Dyes and Pigments; and
- Pharmaceuticals (Active Pharmaceutical Ingredient)
having energy consumption of 3,000 metric tonne of oil equivalent per year or above.
- Ceramic – Units of such ceramic plants or establishments those are under production of vitrified tiles, floor tile, wall tiles and sanitary ware etc. including all variants such as stoneware, porcelain and fire bricks, having energy consumption of 5,000 metric tonne of oil equivalent per year and above.
- Glass – Units of such glass plants or establishments those are under production of glass and its finished products, having energy consumption of 10,000 metric tonne of oil equivalent per year and above.
- Zinc – Units of such zinc plants or establishments those are under production of zinc and its finished products, having energy consumption of 20,000 metric tonne of oil equivalent per year and above.
- Copper – Units of such copper plants or establishments those are under production of copper and its finished products, having energy consumption of 10,000 metric tonne of oil equivalent per year and above.
- Port Trust – Units of such Port Trust, having energy consumption of 500 metric tonne of oil equivalent per year and above.
- Dairy – Units of such Dairy plants or establishments those are under production of dairy and its finished products, having energy consumption of 2,500 metric tonne of oil equivalent per year and above.
- Automobile Assembly Unit – Units of such Automobile Assembly plants or establishments those are under automobile assembly, having energy consumption of 3,000 metric tonne of oil equivalent per year and above.
- Tyre Manufacturer – Units of tyre manufacturer plants or establishments those are under manufacturing of tyres, having energy consumption of 7,000 metric tonne of oil equivalent per year and above.
- Forging – Units of such forging plants or establishments those are under forging, having energy consumption of 1,500 metric tonne of oil equivalent per year and above.
- Foundry – Units of such foundry plants or establishments those are under foundry, having energy consumption of 5,000 metric tonne of oil equivalent per year and above.
- Refractories – Units of such Refractory plants or establishments those are under refractory and its finished products, having energy consumption of 3,000 metric tonne of oil equivalent per year and above.
