Public comments invited on draft Indian Boiler Regulations, 2022 by 23rd May, 2022; draft Regulations propose to supersede the Indian Boiler Regulations, 1950

Ministry of Commerce and Industry has proposed the draft Indian Boiler Regulations, 2022 (“Draft Regulation”) which are aimed at superseding the Indian Boiler Regulations, 1950 (“Principal Regulation”).
Objections and suggestions, if any, on the Draft Regulations are required to be addressed to the Secretary, Central Boilers Board, Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade), Room No. 358, Udyog Bhawan, New Delhi- 110 011 either by post or by an email at tsg.narayannen@nic.in within 23rd May 2022.
Key Highlights:
The Draft Regulations:
- are applicable to all boilers including those working on the principles of natural circulations, forced circulation, and forced flow with no fixed steam and water line;
- prescribes technical requirement with regard to manufacturing and design of the boilers along with the procedures and fees for inspection.
Further, the draft Regulations prescribe compliances on the following aspects:
- Procedure for Registration of Boilers: Upon receipt of application for registration from the owner of the boiler, once the Inspector is satisfied that the boiler has not suffered any damage during transit from the place of manufacture to erection; shall submit particulars and dimensions of the boiler along with details of hydraulic test in the “Memorandum of Inspection” book in Form I to the Chief Inspector
- Engraving of Registry Number: The registry number is required to be cut out in the front plate or any position directed by the Inspector within a month of receipt of the same with the prescribed State/ Union Territory initials (as applicable)
- Registration Fees: The appropriate fees to be accompanied with the application for registration of boilers is prescribed basis Boiler Ratings
- Grant of Certificate for use of boilers: The certificate for use of boilers shall be granted in Form VI along with Inspectors remarks. The design pressure at which the boiler shall be worked, the load to be placed on the safety valves or the thickness of the washers or ferrules required as safeguard against overloading and the date and pressure of the last hydraulic test of the boiler shall be entered in the certificate
- Issue of Certificate for Use of an Economiser: A certificate for the use of an economiser shall be granted in Form XI.
- Issue of Certificate and Duplicate Certificate to the qualified welder / Welding Operator: Every welder / welding operator shall meet the qualification requirement to the satisfaction of the Competent Authority who shall assess his/her performance for qualifying for the certificate. The Competent Authority may, thereafter, issue a certificate in the Form XIII indicating the class and type of welding in which he/she has qualified. In case of loss of a certificate issued to a welder/welding operator in Form XIII a duplicate certificate may be issued by the Competent Authority who issued the original certificate provided that the Competent Authority is satisfied with the genuineness of the case .Fee for issue of duplicate certificate shall be Rs. 300.
- Safety of Persons Working Inside Boilers: No person shall be compelled or allowed, by the owner or person-in-charge, to go inside a steam boiler for any purpose whatsoever unless the boiler is effectively disconnected in the manner hereinafter prescribed from any steam or hot water communication with any other boiler. The owner of a boiler to which this regulation is applicable shall obtain the approval of the Chief Inspector in writing to the method of disconnection which he proposes to use and shall be responsible for ensuring that the method so approved is followed in practice.
