CPCB lays down measures for effective implementation of EPR Guidelines; emphasizes on MSME (Medium and Small Category)

The Central Pollution Control Board (“CPCB”), in continuation to the orders issued earlier (summarized in the e-mails below), has taken the following measures to facilitate the implementation of the Extended Producers Responsibility (“EPR”) Guidelines:

i. Registered Plastic Waste Processors (“PWPs”) have been directed to complete generating EPR certificates for the sales made in the year 2022-23 by 30th June, 2023 and the same is required to be accounted in the Annual Report of 2022-23;

ii. The registration process for MSME (“Micro and Small Category”) has been simplified on the centralized EPR portal and an Instruction Sheet regarding the same has been made available on the said portal;

iii. MSME (“Micro and Small Category”) Producers have been allowed to apply for grant of provisional registration on the EPR portal upon submission of proof of application for grant of Consent to Operate (“CTO”) to the concerned State Pollution Control Boards (“SPCBs”) and Pollution Control Committees (“PCCs”). The Provisional Registration will be valid for a period of 6 months which can again be extended for another 6 months. Beyond this period, application for registration is required to be filed with valid CTO within 31st October, 2023;

iv. The timeline for supply of plastic raw material by plastic raw material manufacturers to unregistered producers falling in MSME category, on submission of proof of application for Registration on the EPR portal has been extended to 31st May, 2023.

All Producers, Importers and Brand Owners (“PIBOs”) have been directed to follow the above instructions for effective implementation of EPR Guidelines.
