The Central Electricity Authority (“CEA”) has issued detailed Guidelines for the installation of Automatic Weather Stations (“Guideline”) at Solar and Wind Power Plants. As generation from solar and wind power plants is highly weather-dependent, inaccurate weather forecasts have often resulted in significant forecasting errors and financial penalties under the Deviation Settlement Mechanism (“DSM”).
The new Guidelines aim to ensure accurate measurement of critical meteorological parameters, which will help optimize renewable energy generation, enhance grid reliability, improve forecasting accuracy, and ensure regulatory compliance for renewable energy generators.

Mandatory Installation of Automatic Weather Stations:
- All Solar and Wind Power Plants must install Automatic Weather Stations (“AWS”) in line with the technical and operational requirements specified in the Guidelines.
- AWS must measure critical meteorological parameters such as wind speed, wind direction, temperature, humidity, solar radiation, and atmospheric pressure to improve generation predictability.
- Data from the AWS must be accurately recorded, transmitted, and integrated with forecasting models to minimize deviations and penalties under the Deviation Settlement Mechanism.
- Renewable Energy Implementing Agencies are directed to include the AWS requirement in bid documents for new projects and ensure compliance during project execution.
- Plant operators must ensure timely maintenance, calibration, and upkeep of AWS equipment to maintain data accuracy and reliability.
- Installation and operational status of AWS may be subject to verification by relevant regulatory or grid authorities to ensure continuous compliance.
