CAQM directs agencies not to issue Completion or Occupancy Certificate to any construction project against which ‘Closure’ direction is pending

With a view to mitigate the hazards of dust pollution on human health and to ensure compliance with the statutory directions/rules/regulations issued regarding monitoring of construction

and demolition activities, the Commission for Air Quality Management (“CAQM”) in National Capital Region and Adjoining Areas has re-iterated that Completion Certificate (“CC”)/ Occupancy Certificate (“OC”) must not be issued in respect of any project against which “Closure” direction issued by the CAQM is pending.

Background: The CAQM issued an Advisory on 6th April, 2023 to ensure that CC/OC is not issued to any construction project against which “Closure” direction issued by the CAQM is pending. However, it was noticed that despite the Advisory, instances of continued construction activities, without due safeguards for dust mitigation, including in cases where specific directions were issued to suspend construction activities were still in force.
