Comments are invited on Delhi Motor vehicle Aggregator Scheme by 26th July, 2022 ; applicable to Aggregators , e-commerce entities having their owns/operates vehicles for delivery services

The Transport Department, Govt. of National Capital Territory (“NCT”) of Delhi has issued the Delhi Motor Vehicle Aggregator Scheme (“Scheme”) to regulate the services of Aggregators who ply their vehicles in the NCT of Delhi and to align such services with the Delhi Electric Vehicles Policy, 2020.

The key highlights of the Scheme are as follows:
• It is applicable to :
a) Aggregators having at least 25 motor vehicles in their aggregated fleet and to the vehicles that may be integrated by the Aggregator and
b) Aggregators having on-boarded 2-W, 3-W, and 4-W motor vehicles only (buses excluded).
• It contains provisions for licensing and regulation of aggregators providing passenger transport services and for regulation of other delivery aggregators providing delivery service of goods and commodities, including last-mile delivery service providers in NCT, Delhi.
• It contains compliances regarding drivers, vehicles, fare, safety, and other obligations.
• It specifies the targets for adoption of Electric Vehicles (“EV”) for all new onboarded vehicles. Further, the Aggregators are required to transition to an all-electric fleet by April 1, 2030.
If the Aggregator fails to comply with the fleet conversion targets of the Schemes, the aggregator shall not be able to register any new-onboarded vehicle until the aggregator meets the minimum electric vehicle fleet requirement. If the Aggregator continues to operate/manage a fleet of conventional vehicles in NCT of Delhi post April 1, 2030, a monetary fine of INR. 50,000 per vehicle will be imposed.
• It mandates the e-commerce entities :
a) to ensure that the service offered by fleet operators and transport-service providers are compliant with the Scheme; and
b) to comply with the provisions of the scheme, in cases they own/operate vehicles for either passenger mobility or delivery services.
