Delhi Govt. eases COVID-19 induced restrictions outside Containment Zones; dispenses with weekend curfew; night curfew to continue

In view of the declining number of Covid-19 cases and positivity rates, the Delhi Disaster Management Authority has notified revised guidelines to modify certain prohibitions/ restrictions in the NCT of Delhi.
Key Highlights:
1. There shall be no Weekend Curfew on movement of persons in the NCT of Delhi. However, Night Curfew shall be in force from 10:00 pm to 5:00 am on a daily basis in the entire NCT of Delhi;
2. Owners of private offices shall be responsible for ensuring compliance with COVID Appropriate Behaviour (wearing of masks, maintaining social distancing, regular hand washing and use of sanitizers etc.) at the premises;
3. Markets/ Malls/ Shops and Establishments dealing with non-essential services shall be allowed to operate between 10:00 am to 8:00 pm without the odd-even restrictions;
4. Cinema Halls/ Theatres/ Multiplexes shall be allowed to operate with 50% seating capacity upon strictly following the SOP issued by the Ministry of Information and Broadcasting;
5. Restaurants shall be allowed to operate with 50% seating capacity from 8:00 am to 10:00 pm and Bars shall be allowed to operate with 50% seating capacity from 12 noon to 10 pm;
6. Marriage related gatherings shall be allowed with up to 50% capacity and a maximum number of 200 persons and funeral related gatherings shall be allowed with a maximum number of 100 persons. Marriage Halls/ Banquets/ Assembly halls shall remain closed except for the purpose of marriage;
7. All Government offices/ PSUs/ Autonomous Bodies/ Corporations, etc. shall be allowed to function with an extent of 100% (Grade I/ equivalent or higher officials) and 50% (below Grade I/ equivalent).
The following guidelines shall continue to be implemented:
1. Private Offices are allowed to function with up to 50% attendance with immediate effect. However, private offices are advised to operate with staggered work hours and ensure social distancing at work. Work from home to be encouraged as much as possible;
2. Functioning of Industrial Establishments, Production and Manufacturing units and construction activities and are permitted (outside Containment Zones);
3. Shops and Establishments catering to essential services such as food, groceries, hospital services, vaccination, medicines, cold storage, dairy and milk booths, etc. are allowed to function;
4. Delhi Metro transportation may operate with 100% seating capacity and standing passengers shall not be allowed;
5. Buses may operate with 100% seating capacity and no standing passengers along with entry from the rear-door and exit from the front door by all the passengers boarding the bus;
6. There shall be no restriction on inter-State or intra-State movement of goods (essential or non-essential) and no pass or separate permission is required for such movement.
[Note: All the shops/establishments/ offices/ cinema halls, and the individuals shall strictly adhere to Covid Appropriate Behaviour which shall include wearing of masks, using sanitizers and maintaining social distancing.]
Any violation of the above-mentioned will lead to proceedings under Section 188 of the Indian Penal Code and Sections 51 to 60 of the Disaster Management Act, besides imposition of fine under the notification of Health and Family Welfare Department, GNCTD. Also, the above-mentioned Order shall not prohibit/ restrict any other guidelines provided under any law to stop the spread of Covid-19 virus as well as for any other purpose.
