The Department for Promotion of Industry and Internal Trade (“DPIIT”), Ministry of Commerce and Industry, has notified the Explosives (Amendment) Rules, 2025 (“Amendment Rules”), which gained effect from 1st May, 2025. These amendments introduce modifications to the licensing framework under the Explosives Rules, 2008 (“Principal Rules”), particularly with respect to the duration and renewal of licences for manufacturing and storage of explosives.
Key Highlights:
- The Amendment Rules dispenses with the provision of issuance of new licences with a validity of five financial years under Rule 106 of the Principal Rules, specifically for licences related to the manufacture of explosives and operation of storage magazines;
- Rule 112 of the Principal Rules has been amended to extend the permissible renewal period for such licences from a maximum of five financial years to ten financial years;
- Under the newly introduced sub-rule (8) of Rule 112, a licence may now be renewed for a maximum tenure of ten years, provided the licensee has maintained full compliance with the provisions of the Explosives Act, the Principal Rules, and all terms and conditions attached to the original licence.
