The Food Safety and Standards Authority of India (“FSSAI”) has in an advisory clarified the list of documents to be enclosed for proof of premises for the purpose of license application through FoSCoS. FSSAI issues the advisory in view of the instances from FBOs seeking clarity regarding documents for proof of premises. FSSAI clarifies that the following list of documents can be considered for proof of premises in license applications:
- Sale Deed/ Rent or Lease Agreement (it must have validity of at least 6 months on date of license Application).
- Proof of address issued by Government Authority (Voter ID, Aadhar etc.) for self- owned premises.
- Documents relating to Premise Registration by Land Authority.
- Property tax receipt (of 1 year) or valid insurance of the premise or valid Fire Safety Certificate.
- Utility bills from Government Authorised/ Licensed utility service provider (Electricity bills, water bills, Gas connection etc.) [Bills must not be older than 3 months on date of license application].
- Any other document issued by Government/ Govt. nominated agency for that premise.

- For scrutiny of the application for license the Designated Officer may consider other documents than listed above to establish possession of premises by Food Business Operator (FBO).
- The purpose of the above documents is to validate/ identify/ ascertain that the Food Business Operator (FBO) applying for license possess the premises.
- FSSAI license application must not be used to confirm ownership of property.
- Enclosed documents must reflect name of Food Business Operator or its Authorized representative.
- FBO must upload updated Agreements/ NOCin Form C without any fee whenever there is a change in information.
- FBOs must acquire all Permissions/ NOC from government bodies whenever necessary and acknowledge through self- declaration while applying.
