Government of Haryana notifies Renewable Energy Project to boost the usage of renewable energy and alternate sources of energy in the state

Government of Haryana, Department of Industries and Commerce has issued a new notification for “Renewable Energy Projects for all category enterprises”, in pursuance to the provision under Chapter 14 of Haryana Enterprises & Employment Policy, 2020.

The main objective of the scheme is to boost the usage of renewable energy and alternate sources of energy in the State of Haryana.

The scheme is effective from 1st January 2021 to 1st January 2026.

The entitlement for the capital subsidy for an enterprise will stand cancelled, if the enterprise fails to submit its claim within 3 months of the closing of the financial year for which incentive is being claimed or from the date of notification of the scheme, whichever is later.

The eligibility criteria for applying to the scheme has also been mentioned under the provisions of the notification which are as follows:

  1. The unit will have to file IEM/Udyam Registration Certificate (URC) and Haryana Udhyam Memorandum (HUM) on the portal for statistical purpose, at any stage.
  2. The unit should not fall in the restrictive list as notified by the State Government.
  3. The unit should have obtained NOC/CLU from competent Authority.
  4. The unit should be in commercial production.
  5. The unit should be in regular production at the time of disbursement and the subsidy should not be released to the closed unit.

The procedure for application to the scheme is prescribed on Form (Annexure-I) and the listed documents for the application should be submitted to the Director/ Director General, Industries & Commerce/ Micro, Small and Medium Enterprises, on the web portal of the department within 3 months of closing of financial year for which incentive is being claimed or from the date of notification of the scheme, whichever is later.

Further the notification prescribes penal action, if it is found at any stage that the applicant has claimed the assistance based on wrong facts for which the applicant will face legal action along with refund of assistance at the rate of 12% per annum. In case the applicant fails to refund the subsidy amount with interest, then the amount will be recoverable as arrear of land revenue and the applicant will be refrained from public procurement because of mismatch in facts.
