Home Secretary, GOI writes to Chief Secretaries of States and Administrators of Union Territories emphasizing on the need to follow a risk assessment based approach while re-opening economic activities

The Home Secretary, Government of India has written to Chief Secretaries of States and Administrators of all Union Territories that owing to a substantial decline in case positivity and the number of active cases in the Country, States and UTs may consider re-opening activities. While re-iterating the need to follow a risk assessment based approach on the opening of economic activities, emphasis has been laid on the fact that a careful analysis of the local situation is required for relaxation in various activities such as social / sports / entertainment/ academic / cultural/ religious/ festival related gatherings; night curfew; operation of public transport; shopping complexes, cinema halls, gyms, spas, restaurants and bars; opening of schools, colleges, offices, and other commercial activities.
While allowing all such activities, the requirement for wearing masks, maintaining social distancing, hand hygiene and ventilation in closed spaces (as mandated in the National Directives for COVID Management), should continue to be enforced. States / UTs should continue with the testing and surveillance, clinical management, vaccination, and implementation of COVID Appropriate Behaviour, for managing COVID-19.
Further, States and Union Territories are urged to take necessary action in line with the MHA Order dated 25th February, 2022 (please refer to the e-mail in trail for details).
