Ministry of Commerce and Industry invites comments on draft Gas Cylinders (Amendment) Rules, 2024 till 15th January, 2025

The Ministry of Commerce and Industry has issued draft Gas Cylinders (Amendment) Rules, 2024 (“draft amendment”) to amend the Gas Cylinders Rules, 2016 (“Principal Rules”) and has invited public comments by 15th January 2025.

The draft amendment introduces new definitions under the Principal Rules such as ‘Micro and Small Enterprises’, ‘Micro & Small Startup’ and ‘Women Entrepreneur’ and replaces Schedule V which prescribes the licensing and other fees required to be paid under the Principal Rules.

Key Proposals:

  1. New definitions have been inserted in the Principal Rules as provided below:
  2. “Micro and Small Enterprises” will mean an enterprise defined in clause (h) and clause (m) of section 2 of the Micro, Small and Medium Enterprises Development Act, 2006.
  3. “Micro & Small Startup” will mean an entity registered with Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry and as defined in clause (a) of paragraph 1 of the Gazette Notification having G.S.R. 127(E) dated 19th February, 2019”.
  4. “Women Entrepreneur” will mean an enterprise owned and controlled by a woman having a minimum financial interest of 26% of the capital”.
  5. Schedule V of the Principal Rules have been substituted and therefore the fees required to be paid under the Principal Rules for licensing and other requirements have been revised.

The comments/suggestions may be provided through the following modes:
