Ministry of Commerce and Industry notifies the Gas Cylinders (Amendment) Rules, 2025

The Central Government has notified the Gas Cylinders (Amendment) Rules, 2025 amending the Gas Cylinders Rules, 2016. The amendment is effective from 11th April, 2025.

Key Highlights of the Amendment

  1. Definition of gas cylinder has been amended to “means any closed metal container having a volume exceeding five hundred millilitre but not exceeding one thousand litres intended for the storage and transport of compressed gas, including any liquefied petroleum gas container or compressed natural gas cylinder or compressed hydrogen gas cylinder fitted to a motor vehicle as its fuel tank but not including any other such container fitted to a special transport or undercarriage and includes a composite cylinder and cryogenic container, the water capacity of which may exceed one thousand litres up to three thousand litres provided the diameter of such cylinder does not exceed sixty centimetres”.
  2. All the cylinders and cryogenic containers used for filling of compressed gases and liquids will have permanent and tamper proof marking in form of bar code at conspicuous place on cylinders and containers.
  3. Valves fitted to carbon dioxide cylinder shall conform to the relevant codes accepted by the Chief Controller and the body of the valve will be provided with a bursting disc type safety relief device having bursting pressure of the disc not exceeding the test pressure of the cylinder for which the device is intended and will be more than the developed pressure of the gas at 65 ⁰C and the actual burst pressure of the disc will not be in excess of its rated burst pressure and not less than 90% of its rated burst pressure.
  4. Now, any person manufacturing or importing or exporting or filling or possessing gas cylinder, when called upon by a notice in writing, by inspecting authority to submit details of the bar code, which in the opinion of the inspecting authority, are necessary for the safety, must submit the details of bar code in physical and digital format within reasonable time but less than forty-eight hours from the time of receipt of the notice.
  5. Further,  Every auto- liquefied petroleum gas, liquefied natural gas, compressed bio gas, compressed hydrogen gas and compressed natural gas must be dispensed only into those cylinders of the motor vehicles, which are approved by the Chief Controller and shall comply with provisions of these rules and have passed the periodic tests conducted by a testing station recognised by the Chief Controller.
  6. The bar code on the cylinder must be duly scanned before fillings of auto- liquefied petroleum gas, liquefied natural gas, compressed bio gas, compressed hydrogen gas and compressed natural gas in it and bar code which fails to be read or the cylinder which do not have valid bar code will not be filled with auto- liquefied petroleum gas, liquefied natural gas, compressed bio gas, compressed hydrogen gas and compressed natural gas in it.
