the Ministry of Consumer Affairs, Food and Public Distribution (“the Ministry”) has issued a notification under the Legal Metrology (Packaged Commodities) Rules, 2011 (“Rules”) in supersession of its earlier advisory dated 9th September 2025. The update relaxes the earlier requirements for manufacturers, packers, and importers of pre-packaged commodities in light of GST revision.
Key Highlights:
- Manufacturers, packers, and importers may voluntarily affix revised price stickers on unsold packages manufactured before 22nd September 2025, provided the original MRP remains visible.
- The requirement to publish advertisements in two newspapers about revised prices has been waived. Instead, circulars must be issued to wholesale dealers/retailers, with copies endorsed to the Director of Legal Metrology (Central) and Controllers of Legal Metrology of States/UTs.
- Businesses must immediately sensitise dealers, retailers, and consumers about GST related price revisions through electronic, print, and social media.
- Packaging material or wrappers printed before the GST revision may be used until 31st March 2026 or until stock is exhausted, whichever is earlier, with corrections to MRP made via stamping, stickers, or online printing.
- While declaration of revised MRP on unsold packages or unused packaging material is not mandatory, manufacturers, packers, and importers may choose to do so voluntarily.
