Ministry of Labour notifies the EPF Amendment Scheme; introduces Employees’ Enrolment Campaign, 2025

The Ministry of Labour & Employment has notified the Employees’ Provident Funds (Amendment) Scheme, 2025 (“Amendment Scheme”). The scheme will be operational from 1st November, 2025 to 30th April, 2026. The Amendment Scheme introduces Employees’ Enrolment Campaign, 2025 to expand EPF coverage for unregistered employees.
Key Highlights:
- Employer may apply for coverage with respect to all such employees who have joined the said establishment between 1st July, 2017 and 31st October, 2025, who are alive and employed as on date of declaration. Employees who joined before 1st July, 2017 are not eligible under this scheme.
- Participating employers are required to create:
- Face Authentication Technology- authenticated Universal Account Number (“UANs”) through UMANG Application for each of the eligible employees being declared under the Scheme and
- Deposit contributions through the Electronic Challan-cum-Return (“ECR”) system,
- Employers will make the declaration under the Employees’ Enrolment Campaign, 2025 through the online EPFO portal, indicating the details of the employees enrolled and link it to the ECR through which payment of contributions is being made after paying damages of one hundred rupees.
- The declaration by employers will be accepted only through the Employees Provident Fund Portal.
- From the date of declaration under this Scheme, the employer is required to regularly comply with the provisions of the Act.
- The employer will deposit contributions in respect of declared employees for past periods from their respective date of joining as declared by the employer.
- the employer are only required to pay the employer’s share, provided the employees’ share has not been deducted.
- the employees’ share shall be waived, if not deducted by employer earlier.
- The EPFO will initiate no Suo Motu compliance action against employers who avail benefits of Employees’ Enrolment Campaign, 2025, in respect of employees who are no longer part of the establishment as on the date of declaration.
- Any declaration made through misrepresentation or concealment of facts will be considered invalid and subject to penal action under the EPF Act.
