Ministry of Power issues Green Hydrogen Policy; aims to reduce the global warming levels to 2 degrees Celsius and to cap it at 1.5 degree Celsius

With a view to reduce the global warming levels to 2 degrees Celsius and to cap it at 1.5 degree Celsius, Ministry of Power has issued the Green Hydrogen Policy (“Policy”).

Key Highlights:
• The objective of the policy is to help the Government meet its climate targets and to make India a green hydrogen hub;
• Green Hydrogen/Green Ammonia is defined as Hydrogen/Ammonia produced by way of electrolysis of water using Renewable Energy, including renewable energy which has been banked and the Hydrogen/Ammonia produced from biomass;
• The inter-State transmission charges, incurred by the producers of Green Hydrogen and Green Ammonia from the projects commissioned before 30th June 2025, will be waived for a period of 25 years;
• Green Hydrogen/Green Ammonia plants will be granted Open Access for sourcing of Renewable Energy, as prescribed, within 15 days of receipt of application.
• Banking will be permitted for a period of 30 days for the renewable energy used for making Green Hydrogen/Green Ammonia;
• Land in Renewable Energy Parks will be allotted for the manufacture of Green Hydrogen / Green Ammonia. Further, the Government proposes to set up Manufacturing Zones where plants for production of Gen Hydrogen / Green Ammonia can be set up;
• Ministry of New and Renewable Energy (“MNRE”) will establish a single portal for all statutory clearances and permissions required for manufacture, transportation, storage and distribution of Green Hydrogen / Green Ammonia. The concerned agencies/authorities shall provide the clearances and permissions in a time-bound manner, preferably within a period of 30 days from the date of application.
