MOEFCC notifies Greenhouse Gases Emission Intensity Target (Amendment) Rules, 2025; inserts new schedule adding 4 more sectors in list of obligated entities

Pursuant to the update reported earlier (please refer to the e-mail in trail), the Ministry of Environment, Forest and Climate Change (“MOEFCC”) has notified the Greenhouse Gases Emission Intensity Target Rules (Amendment) Rules, 2025 (“Amendment Rules 2025”) with an aim to issue carbon credit certificates to the obligated entities as specified in the Schedules which complies with requirement of carbon credit training scheme (“Scheme”). This is effective immediately. The Amendment Rules 2025 inserts a new Schedule adding four more sectors, i.e. Aluminium (Second Aluminium), Petroleum Refinery, Petrochemical and Textile, listing down the new obligated entities who must comply with the greenhouse gases emission intensity targets. The purpose of these Rules is to issue carbon credit certificates to the obligated entities as specified in the Schedules which complies with requirement of carbon credit training scheme (“Scheme”).
