NPCI revises Retrieval Reference Number in UPI to avoid duplicates; PSPs and Banks to implement revised RRN and remove validation of ‘YDDD’ by 31st May, 2024.

The National Payments Corporation of India (“NPCI”) has issued an addendum to a previously issued circular for revision of Retrieval Reference Number (“RNN”) in United Payments Interface (UPI). The current RRN nomenclature has been revised by NPCI to help accommodate about 1000 Billion transactions with unique RRN from a single Payment Service Provider (PSP).

Revised RRN nomenclature shall be as follows:

RRN construct SSSSSSSSSSSS where:
SSSSSSSSSSSS – STAN Number

The PSPs/Banks having daily transaction limits exceeding 100 million are advised to implement the revised RRN construct to avoid duplicity. Further in case the bank/PSP has validation of ‘YDDD’ in RRN they have been directed to remove the same by 31st May 2024.

Background:

NPCI had issued a circular NPCI/UPI/OC-107/2020-21 on 1st April 2021 to revise the nomenclature of RRN in UPI to avoid duplicate transaction. Basis such revised nomenclature, there is a limit of 100 million unique RRNs which could be generated within a single day by a single PSP. However, in view of the increasing UPI volumes, it has come to the notice of NPCI that during peak days a few of the PSPs are exceeding limit of 100 million unique RRNs as per the extent RRN logic. This is resulting in duplicate RRNs which in turn result in system issues with respect to generation of transaction details and may also lead to transactional issues at member’s end.

In view of the above, now NPCI has issued the present circular to revise the current RRN nomenclature wherein the entire RRN shall have the provision for STAN value which shall help in accommodating about 1000 Billion transactions with unique RRN from a single PSP.
