PESO introduces online ANRS procedure for advance intimation and transport pass generation for Ammonium Nitrate

The Petroleum and Explosives Safety Organisation (“PESO”) has issued a circular regarding modifications made in the online Ammonium Nitrate Return System (ANRS) facilitating online generation of the Form R-11(a) (i.e., advance intimation to be sent by the consignor at least 24 hours in advance to the District Superintendent of Police of place of dispatch as well as to the District Superintendent of Police of place of receipt) and Form R-11(b) (i.e., pass issued by the consignor for transport of consignment of Ammonium Nitrate from consignor to consignee) before transporting Ammonium Nitrate as per the Ammonium Nitrate Rules, 2012 (“Rules”). Pursuant to the Circular, the ammonium nitrate manufacturers and ammonium nitrate store house license holders have been advised to generate Form R-11(a) and Form R-11(b) online through ANRS prior to dispatch of consignments, in line with the existing requirement under the Rules. The system will automatically transmit intimation through email to the concerned District Authorities/Superintendents of Police.
Additionally, Form R-11(a) has been integrated with Form R-11(b) in the ANRS portal for streamlined monitoring and traceability of consignments.
