Public comments invited on draft Static and Mobile Pressure Vessels (Unfired) (Amendment) Rules, 2025 till 17th May, 2025

The Department for Promotion of Industry and Internal Trade (‘DPIIT’), Ministry of Commerce and Industry, has issued a public notice inviting comments on the draft Static and Mobile Pressure Vessels (Unfired) Rules (Amendment), 2025 (“Draft Amendment Rules”) by 17th May, 2025. 

Objections and suggestions in respect of the Draft Amendment Rules may be sent to the Director (Explosives), Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, Room No. 252, Udyog Bhavan, New Delhi – 110011 or sent by email at expl-dipp@nic.in.

Key Highlights:

1. Introduction of new standard ASME BPV Section VIII Division 3 for designing, constructing and testing the vessel.

2. Introduction of additional standards in case of pressure vessel for storage and transport of hydrogen. The standards to conform with are as below:

a. ISO 17081: Method of measurement of hydrogen permeation and determination of hydrogen uptake and transport in metals by an electrochemical technique;

b. ISO 10587: Metallic and other inorganic coatings — Test for residual embrittlement in both metallic-coated and uncoated externally-threaded articles and rods — Inclined wedge method;

c. ISO 16573: Steel — Measurement method for the evaluation of hydrogen embrittlement resistance of high strength steels Part 1: Constant load test;

d. ISO 15330: Fasteners — Preloading test for the detection of hydrogen embrittlement — Parallel bearing surface method.

3. Proposal to conform with the provisions of ISO-21011 or any code acceptable to the Chief Controller for the valves for cryogenic pressure vessels of hydrogen.

4. Proposal to introduce the fitness for service of the pressure vessel to be carried out as per API 579 Assessment Standards along with the relevant provisions of the standards specified in the Principal Rules.

5. Proposal to conform to the relevant standards of the standard f ISO 228-1 or ISO 7-1 for pressure vessel for transport of cryogenic hydrogen.

6. Proposal to conform with the standards EIGA 06/19 and CGA P-12 to ensure safety of the premises.
