The Karnataka State Pollution Control Board has issued notification on mandatory Retrofitting of Emission Control Devices to be followed by the industries

The Karnataka State Pollution Control Board (“KSPCB”) has directed all Industries, Establishments, Projects, Buildings, utilities, Airports, or any other places in the State of Karnataka where Diesel Generator sets of capacity up to 125 Kilo Volt Amperes (“KVA”) and above are in use, to comply with the following within 6 months from 25th may, 2023, i.e., the date of notification:

1. Retrofit all operational DG sets of capacity with an Emission Control Device/Equipment. For diesel power generating set, engine up to gross mechanical power 800-Kilowatt (“KW’), the emission control device has to be type approved as per Central Pollution Control Board (‘CPCB”) system and procedure for emission compliance testing of Retro-fit Emission Control Devices (“RECD”).

2. For diesel power generating set engines above gross mechanical power of 800 KW or 1000 KVA, the emission control device must be tested for minimum 70% reduction in Carbon Monoxide Particulate Matter and Hydrocarbon emissions. The Emission Control Device should be tested on equivalent KVA rating of the DG set by one of the four approved test agencies:

    • Automotive Research Association of India (ARAI, Pune)
    • International Centre for Automotive Testing (ICAT Manesar)
    • Indian Institute of Petroleum (IIP, Dehradun)
    • Vehicle Research Establishment Development (VRDE, Ahmad Nagar)

The equivalent KVA will be considered if either the rated power or swept volume of the test engine is in the range of + 25% of the rated power or swept volume of the engine for which the device is being used

or,

3. Shift to gas-based generators by deploying new gas-based generators or retrofitting the existing DG Sets for partial gas usage.

Further, all Industries, Establishments, Projects, Buildings, utilities, Airports, or any other places operating DG sets of capacity up to 125 KVA and above, shall ensure that Retro-fitting of Emission Control Devices vendor is in accordance with the CPCB direction dated 01.02.22.
