Occupational Safety, Health and Working Conditions (Labour) Rules

the Tripura Government has issued the Tripura Occupational Safety, Health and Working Conditions Rules, 2026 (“Rules”) under the Occupational Safety, Health and Working Conditions Code, 2019 (“Code”). The Rules will come into force on the date of its final publication in the Tripura Gazette.

Key Highlights:

  1. Employers seeking registration for an establishment must make an application electronically to the Registering Officer by giving details about the establishment and uploading self-attested documents and self-declaration relating to registration of the establishment, proof of identity and address.
  2. Fees pertaining to the registration of establishments have been prescribed.
  3. Duties of employer in respect of annual health examination of employees, letter of appointment, notice of accidents and dangerous occurrences, notice of disease etc. have been laid down.
  4. Establishments employing 500 or more employees will be required to constitute Safety Committee.
  5. The duties and the eligibility of safety officers have been laid down.
  6. Provisions related to weekly day of rest, compensatory holidays and wages for overtime have been laid down.
  7. Requirements of maintenance of the following registers/records have been prescribed:
    1. Register of workers, payment of wages, overtime, fine, deduction for damage or loss in Form-X;
    2. Attendance register-cum-muster roll in FormXXVII;
    3. Register of accident and dangerous occurrences in Form-XII;
    4. Register of leave with wages in Form-XIII;
  8. The following display requirements have been prescribed:
    1. Display of weekly day of rest;
    2. Display of compensatory holidays;
    3. Display of periods of work;
    4. Display of board showing name and address of the establishment;
    5. Display of hours of work, wage period, date of payment of such wages, details of accident and dangerous occurrence in the establishment for the last 5 years, name and address of the Inspector-cum-Facilitator having jurisdiction to such establishment.
  9. Employer of an establishment will be required to file an annual return relating to the establishment to the Inspector-cum-Facilitator in Form-XI on such date so that it reaches him not later than 1st February following the end of each calendar year.
  10. Conditions relating to employment of women in an establishment during night or before 6.00 a.m. and beyond 7.00 p.m. have been prescribed.
  11. Adequate safety for employment of women in dangerous operation has also been laid down under the Rules.
  12. Conditions for grant of license to a contractor, procedure for issue of license, along with renewal of license have been specified.
  13. Provision of journey allowance for Inter-State Migrant Workers has been laid down.
  14. Conditions for grant of license pertaining to beedi and cigar workers, procedure for issue of license, renewal of license and welfare facilities have been specified.
  15. Procedure for obtaining approval of site plan for factories and licence, disclosure requirements, disaster control and management plan, confidentiality of information etc. for factories involved in hazardous process have been prescribed.
  16. The Rules have further specified the list of dangerous operations carried out in factories.
  17. Housing accommodation for workers employed in plantation, supply of drinking water, latrine and urinal accommodation, creche, educational, recreation and health facilities which are required to be provided by employers have also been prescribed.
