The University Grants Commission (“UGC”) has issued a notice directing the Higher Educational Institutions (“HEIs”) to refrain from printing of Aadhaar number on provisional certificates and degrees issued by them.
UGC draws the attention of HEIs to sub-regulation (3) of regulation 6 of the Aadhaar (Sharing of Information) Regulations, 2016 which states that no entity which is in possession of the Aadhaar number of an Aadhaar number holder, shall make public any database or record containing the Aadhaar numbers of individuals, unless the Aadhaar numbers have been redacted or blacked out through appropriate means, both in print and electronic form. In view of the above regulation printing of the Aadhaar number on provisional certificates and degrees is not permissible and therefore higher educational institutions are directed to refrain from printing of Aadhaar number on provisional certificates and degrees issued by them.
Background:
The UGC has come across some news reports stating that the State Governments are considering the printing of the full Aadhaar number of university students on provisional certificates and degrees issued by the universities, for subsequent use in verification of the said documents at the time of recruitment or admission. In this regard UGC has issued this notice to draw the attention of HEIs towards the Aadhaar (Sharing of Information) Regulations, 2016 and directs them to refrain from the printing of Aadhaar number on provisional certificates and degrees issued by them.
