Use of recycled plastics for food contact material – Authorization mechanism for operators issued by FSSAI

Food Safety and Standard Authority of India (“FSSAI”) has notified that the operator of a recycling process/manufacturers of recycled plastic who are willing to manufacture Food Contact Materials (“FCM”) shall apply and obtain an authorization from the Food Authority (“FA”) by submitting necessary information in the prescribed proforma.
The mechanism for obtaining authorization is as follows:
- The operators or manufacturers, who are willing to manufacture FCM, shall apply to FA in the prescribed proforma by paying a fee of Rs. 2000 to the Senior Accountant Officer of FSSAI through a Cheque/DD or via E-payment [ www.fssai.gov.in].
- Such application shall then be submitted to the Chief Executive Officer, FSSAI for obtaining the authorization.
- Such application shall then be scrutinised, and an appropriate recommendation is required to be made to the Competent Authority (“CA”) for approval with 30 days of the receipt of the application as specified in the guideline.
- After such approval, an authorization letter will be issued to the applicant with a general condition that, ‘ the FA reserves the right to inspect the records, premises, manufacturing and other related facilities of the applicant prior/post authorization’.
- The list of recyclers so authorized by the FA would be hosted on the website through an appropriate order and the list would be updated regularly.
