Footwear manufacturers importing soles and other components for manufacture of footwear (for export) granted conditional exemption from Quality Control Order

The Ministry of Commerce has notified the ‘Footwear Made from all Rubber and all Polymeric Material and its Components (Quality Control) Amendment Order, 2023 (“Amendment Order, 2023”) to grant exemption to imported soles and components used for manufacturing footwear for exports from the applicability of the ‘Footwear Made from all Rubber and all Polymeric Material and its Components (Quality Control) order, 2022’ (“2022 Order”).

Key Highlights:

1. The 2022 Order shall not apply to import of following goods and articles used in manufacturing of footwear in India exclusively for export purposes:

• Moulded solid rubber soles and heels
• Rubber microcellular sheets for soles and heels
• Solid PVC soles and heels
• Polyurethane sole, semi rigid

2. To avail the above-mentioned exemption, Importers are required to provide a self-declaration, certified by the Council for Leather Exports, before their consignments of footwear soles are granted import clearance at the customs.

The manner for submitting the declaration is provided in the Amendment Order, 2023. The Amendment Order, 2023 has gained effect since 4th September 2023.
