Pollution Control Committee of Dadra Nagar Haveli and Daman & Diu directs all industries manufacturing plastic products to ensure compliance with guidelines notified under amended Plastic Waste (Management and Handling) Rules

The Pollution Control Committee in the Union Territory of Dadra Nagar Haveli and Daman & Diu has directed all industries engaged in plastic products manufacturing to ensure compliance with the following:

  • Minimum Thickness of carry bags made of virgin or recycled plastic is seventy-five (75) microns in thickness with effect since 30th September, 2021 and one hundred and twenty (120) microns thickness with effect from the 31st December, 2022;
  • Non-woven plastic carry bag shall not be less than 60 Grain Per Square Meter (GSM) with effect since 30th September, 2021;
  • The producer or the brand owner of the carry bags are required to mention the information like name, registration number and thickness of the carry bags;
  • For plastic packing, the information like name, the registered number of the manufacturer or producer or brand owner, and thickness needs to be mentioned;
  • Multi-layered packaging used for imported goods is excluded from the requirement of mentioning of name and registered number;
  • The manufacture, import, stocking, distribution, sale and use of following single use plastic: ear buds with plastic sticks, plastic sticks for balloons, plastic flags, candy sticks, ice-cream sticks, polystyrene [Thermocol] for decoration; plates, cups, glasses, cutlery such as forks, spoons, knives, straw, trays, wrapping or packing films around sweet boxes, invitation cards, and cigarette packets, plastic or PVC banners less than 100 micron, stirrers, including polystyrene and expanded polystyrene commodities shall be prohibited with effect from the 1st July, 2022;

 

Failure to ensure compliance with the above-mentioned guidelines will result in legal action against defaulting industrial units including sealing / closure / disconnection of power supply, without further notice.

 

Background:

 

The Plastic Waste (Management and Handling) Rules, 2011 provided a regulatory framework for management of plastic waste generated. The same was amended and the Plastic Waste Management Rules, 2016 were notified wherein the manufacture, import, stocking, distribution, sale and use of carry bags, plastic sheets or like, or cover made of plastic sheet and multi-layered packaging subject to carry bags made of virgin or recycled plastic not being less than fifty microns in thickness. The above-mentioned guidelines / compliances have been introduced through further amendments to the Plastic Waste Management Rules, 2016 vide Notification dated 12th August, 2021.
