With a view to curb the spread of COVID-19, the Chief Secretary of Uttarakhand has notified partial modifications to earlier guidelines dated 2nd July, 2020:
Key Highlights:
1. Complete lockdown on Saturdays and Sundays in the districts of Dehradun, Haridwar, Udham Singh Nagar and Nainital, with the following exceptions:
a. essential services including operations of industrial units in multiple shifts;
b. agricultural and construction activities;
c. liquor shops and hotels;
d. movement of persons and vehicles associated with the above-mentioned activities;
e. movement of goods in National and State Highways;
f. loading and unloading of cargo and travel of persons to their destinations after disembarking from buses, trains and airplanes.
2. The inbound persons from other States, irrespective of the mode of travel, have to mandatorily register themselves on the Smart City web portal (smartcitydehradun.uk.gov.in), prior to their travel. Though, no permit / permission is required for such movement, the registration documents will be verified at the border check posts;
3. All inbound asymptomatic persons, who have undergone RT-PCR test, from ICMR (Indian Council of Medical Research) authorised lab (not earlier than 72 hours from the time of arrival), reflecting a COVID-negative report, will be permitted to enter the State of Uttarakhand without any restriction. Such persons will also be exempted from being quarantined. However, such persons are required to upload their medical report on the Smart City web portal;
4. There shall be an upper limit of 1500 persons per day (excluding people coming in by trains or flights) for all inbound persons travelling to the State of Uttarakhand without undergoing RT-PCR tests. In exceptional circumstances, District Magistrates will be authorized to issue around 50 permits, over an above this limit, for persons in distress;
i. Such persons can be randomly tested for COVID-19 at the border check posts. If found positive, it will be the responsibility of the concerned District Administration, in co-ordination with the Health Authorities to follow the protocols laid down by the Ministry of Health and Family Welfare and the State Government of Uttarakhand;
ii. All inbound persons who are not coming from a high-load COVID-19 infected city, will only be home quarantined for 14 days.
iii. All inbound persons from high-load COVID-19 infected cities, irrespective of the mode of travel will have to mandatorily undergo institutional quarantine for 7 days and subsequently be under 7 days of home quarantine. However, all pregnant women, seriously ill persons and persons above 65 years of age or persons accompanied by children below the age of 10 years, will be exempted from the mandatory period of 7-days institutional quarantine and are permitted to stay in home quarantine for 14 days.
iv. For the purpose of the limit of 1500 persons, all inbound asymptomatic workers, employees, experts / consultants and suppliers involved in business and management of industries located in Uttarakhand, travelling for the purpose of business, technical expertise for industries or other, will not be counted. However, all these inbound asymptomatic workers, employees, experts/consultants and suppliers will be allowed only after showing the authorization letter by the concerned agencies at the border check posts.
The above-mentioned guidelines have been prescribed in consonance with the guidelines notified by the Ministry of Home Affairs on 29th of June, 2020 and the ones issued by the Government of Uttarakhand on 2nd of July, 2020.
