The Haryana State Pollution Control Board (“HSPCB”) has, through a Public Notice dated 12th November 2020, directed companies/firms using plastics packaging’s (MLP & Other Plastic) for packaging different items which fall under the category of Brand owner/ producers/importer to submit their application with Extended Producers Responsibility (“EPR”) action plan to the concerned regional offices of HSPCB and compliance thereof after involving Urban Local Bodies or other agencies at the earliest, failing which action as deemed fit under the relevant provisions of Environment (Protection) Act, 1986/ National Green Tribunal Act, 2010, will be initiated against defaulters.
Furthermore, all stakeholders departments/Agencies/Organizations and general public have been advised to identify the unregistered units, Plastic units operating in non-conforming area and units manufacturing carry bags with thickness < 50 micron and provide the information to the regional office of concerned district or Head office of HSPCB through hard copy or e-mail at hspcbsolidwaste@gmail.com.
Background:
The above decision has been taken after observing several Brand owners/producers/ manufacturers who are operational without registration from HSPCB/CPCB, operating in non-conforming area and manufacturing the carry bags with thickness micron and number of companies/firms which are using plastics packaging’s(MLP & Other Plastic) for packaging different items which fall under the category of Brand owner/producers and have not registered their EPR Action Plan for disposal of MLP and other plastic waste till date.
