Maharashtra Government notifies fresh guidelines under “Mission Begin Again”; all offices may work with up to fifty percent attendance; work from home advised; effective till 31st March, 2021

The Government of Maharashtra (“Government”) has issued fresh guidelines under “Mission Begin Again” in light of rising COVID-19 cases in the State of Maharashtra. These guidelines shall continue to be effective till 31st March, 2021.

Key Highlights:

1. All offices except the ones related to health and other essential services will work with 50 % attendance. However, work from home is advised.

Any office found violating COVID-19 norms will be closed for a period until the COVID-19 pandemic stays notified as a Disaster by the Central Government;

2. All cinema halls (single screen and multiplexes) / hotels / restaurants to operate on 50% capacity with enough manpower to enforce wearing of masks as well as maintaining social distances by visitors at all times. Temperature checks are mandatory for entry and no person with fever shall be allowed to enter.

If any cinema hall / hotel / restaurant is found violating COVID-19 norms; it will be closed for a period until the COVID-19 pandemic stays notified as a Disaster by the Central Government and the owner of such places including violators will be penalized under the Disaster Management Act, 2005. The same shall be applicable for malls.

3. No social / cultural / political / religious gatherings are allowed. Violation of this will attract penalties for the owner of the premises and the property will be closed till the period the COVID-19 pandemic stays notified as a Disaster by the Central Government.

4. Not more than 50 people will be allowed to be present during weddings. Violation of this will attract penalties for the owner of the premises and the property will be closed till the period the COVID-19 pandemic stays notified as a Disaster by the Central Government.

5. Similarly, not more than 20 people are allowed to be present for performance of last rites.

6. Home isolation will be allowed with the following restrictions –

a. The information of home isolation to be given to the local authorities along with information of the medical professional under whose supervision the isolation will be adhered to;
b. A board to be put up on the door or conspicuous for 14 days since the beginning indicating the presence of COVID-19 patient;
c. Home quarantine stamp to be affixed on the positive patient;
d. Members of the family to restrict their movements outside and they shall wear masks at all times;
e. Any violation to isolation will lead to immediate movement to COVID Care Centre designated by the local authority.

7. Management trusts of all religious places to decide and declare the maximum number of visitors per hour depending upon the availability of space for movement and gathering with proper social distancing. It is advised that convenient systems like online reservations for visitors may be initiated. All persons entering such places will wear masks at all times and no one with fever will be allowed entry.

The guidelines will be in force till 31st March, 2021 along with all other Orders issued earlier by the Government in this regard.
