MoEFCC issues amendments to the Lead Stabilizer in Polyvinyl Chloride (PVC) Pipes and Fittings Rules, 2021; provisions will gain effect from 4th November, 2022

Now, Manufacturers not having a licence from the Bureau of Indian Standards for manufacturing Polyvinyl Chloride Pipes and Fittings are required to submit water test reports of pipes and fittings examined by authorized agencies to the respective State Pollution Control Board (“SPCB”) or Pollution Control Committee (“PCC”) as per the Water (Prevention and Control of Pollution) Act, 1974 and the consent to operate granted by the SPCB or the PCC.
Further, only National Accreditation Board for Testing and Calibration Laboratories (“NABL”) will have the authorization to carry out the tests which are necessary for certain PVC pipes and fittings, as specified in the Schedule of the Amendment.
This is in view of Lead Stabilizer in Polyvinyl Chloride (PVC) Pipes and Fittings (Amendment) Rules, 2022 which is scheduled to gain effect from 4th November, 2022.
