Haryana Excise Department notifies the Haryana Excise Policy 2024-2025: new mandatory label approvals, updated licensing fees and QR Code tracking for liquor products

The Excise Department of Haryana has notified the Haryana Excise Policy for the year 2024-2025, which is slated to gain effect on 12th June, 2024 and continue for a period of one year. This new policy aims to enhance ease of doing business and improve transparency in the State’s excise operations.

Key Highlights:

  • All distilleries, breweries, wineries and bottling plants intending to sell their products in Haryana are required to get their brand labels approved by the Excise & Taxation Commissioner before marketing their brands in the State.
  • This brand label approval is mandatory for both out-of-State and in-State producers.
  • The policy introduces a revised fee structure for the approval of brand labels for various types of liquor.
  • Separate licenses are required for the wholesale and retail vending of foreign liquor in Haryana. The policy includes an updated annual license fee structure for these licenses.
  • Manufacturers of country liquor and Indian-Made Foreign Liquor (IMFL) are required to implement holograms and a QR code-based ‘track & trace’ system as approved by the Excise and Taxation Department. This measure aims to curb counterfeiting and ensure product authenticity.
  • Brewers and wine manufacturers (excluding local wine manufacturers from Haryana) are required to obtain a separate license to market their products in the state. Updated license fee for such licenses have been prescribed under the new policy.

The Policy further lays downs various specifications and obligations on licensees to ensure compliance with the Policy 2024-25.
