The Department for Promotion of Industry and Internal Trade (“DPIIT”) has recently notified the Explosives (Amendment) Rules, 2024 (“Amendment Rules”) to further amend the Explosives Rules, 2008 (“Principal Rules”).
Key Amendments:
- allows for the use of barcode readers equipped with tracking and tracing software specifically developed by the Central Government within the previously restricted area;
- expands the record-keeping and reporting requirements to include organizations and companies, in addition to individuals holding a licence for manufacture, possession, sale, use or transport of explosives;
- mandates that all returns be submitted quarterly through an online system for explosives tracking and tracing developed by the Central Government, as opposed to manual submission;
- the limit for transport of Class 2 explosives has been increased to 20 tonnes or the vehicle’s carrying capacity, whichever is less. Further, the design of the vehicle transporting such explosives is required to be approved by the Chief Controller / Controller and manufactured by a fabricator recognized by the Chief Controller;
- provides for faster processing of NOC applications by authorities within three months as opposed to timeframe of six months.
