The Government of Maharashtra has invited public comments on the draft Maharashtra Factories (Amendment) Rules, 2025 (“Draft Amendment”) by 18th April, 2025. The Draft Amendment has been proposed to further amend the Maharashtra Factories Rules, 1963 (“Principal Rules”).
Objections or suggestions may be sent to the Director, Directorate of Industrial Safety and Health, Kamgar Bhavan, 5th Foor, Block-E, C-20, Bandra-Kurla Complex, Bandra (E), Mumbai 400 051.
Key Highlights:
- Safety precautions for Reactors used for exothermic chemical reactions have been introduced- The following safety precautions will be required to be undertaken by an occupier for carrying out exothermic chemical reactions:

- Predictive Measures before carrying out any exothermic chemical reaction for the first time in a Reactor
- Preventive Measures before carrying out any exothermic chemical reaction in a Reactor.
- Protective Controls while carrying out any exothermic chemical reaction in a Reactor.
- Examination of Reactor and auxiliary equipment associated with Reactor to be undertaken by a competent person in the following manner-
- externally, once in every six months;
- internally, once in a year, and;
- hydraulic test once in a period of two years.
- Measures to be taken to tackle emergency situations.
- Appointing an operator.
- General measures such as displaying the names of the reactor operator and supervisor in conspicuous places near the Reactors, maintaining a shift logbook of operator and supervisor and ensure sufficient number of supervisors and operators available in each shift to ensure safe operation of reactor.
- A new form titled “Form 13-C (Report On Examination Of Reactor Used For Exothermic Reaction” has been introduced which will be required to be submitted to the Occupier by the competent person post examination of the reactor. This report will be required to be maintained and preserved for five years from the date of its examination.
