Aggregators under Social Security (Central) Rules 2026 to complete onboarding and API integration with e-Shram portal by 21st June 2026

The Ministry of Labour and Employment (“Ministry”) had launched the e-Shram portal on 26th August 2021, to register and support the unorganized workers, including gig and platform workers of the country, by providing them with a Universal Account Number (“UAN”) which helps them in skilling, finding jobs, and checking eligibility for different social sector schemes being administered by Central and State Government.
Further, all aggregators are to complete their onboarding on e-Shram portal and complete API integration with the e-Shram portal latest by 21st June 2026, to ensure seamless data flow. Timely adherence will help avoid invocation of penal provision under sec 133 of Code on Social Security, 2020.
Please note that, under Rule 48(2) of Social Security (Rules) 2026 notified on 8th May 2026, every aggregator is mandated to share details of gig and platform workers, engaged through them via API or other electronic modes on designated Central Government portal within 21st June 2026. The Ministry has launched a separate Aggregator module for easy onboarding of aggregators on e-Shram portal on 12th December 2024.
Definition:-
- Aggregator- means a digital intermediary or a market place for a buyer or user of a service to connect with the seller or the service provider.
- Gig worker- ” means a person who performs work or participates in a work arrangement and earns from such activities outside of traditional employer-employee relationship.
- Platform work- means a work arrangement outside of a traditional employer employee relationship in which organisations or individuals use an online platform to access other organisations or individuals to solve specific problems or to provide specific services or any such other activities which may be notified by the Central Government, in exchange for payment.
- Platform worker- means a person engaged in or undertaking platform work.

Note: *48(b) Every aggregator shall, within forty five days from the commencement of these rules, share through Application Programming Interface (API) or other electronic modes, the details of gig and platform workers who are engaged with such aggregator on the designated Portal of the Central Government for the generation of a Universal Account Number or any other such unique number, if such worker is not already in possession of such number.(c) Every aggregator engaging any new gig and platform worker shall register such worker on the designated Portal of the Central Government in real time or daily basis through Application Programming Interface (API) or other electronic modes. Every Aggregator shall also share the exit details of gig and platform worker registered with them on the designated Portal of the Central Government on a real time or daily basis through Application Programming Interface (API) or other electronic modes.
