Government makes all processes of making applications and payments under the Contract Labour (Regulation and Abolition) Central Rules, 1971 online

The Ministry of Labour and Employment (“Ministry”) has, by a Notification dated 4th September, 2018, directed that the provisions of rules 17,18,19,20,21,23,24,25,28 and 38 under the Contract Labour (Regulation and Abolition) Central Rules, 1971 (“Rules”), in so far as they relate to offline process of making applications and other incidental matters and payment of fee and security deposit by demand draft, will no longer be applicable to any establishment or contractors.

The Ministry has informed that instead of the prevalent offline/physical process, the following process shall be followed:

(i)            applications for registration or licence has to be submitted online on the Shram Suvidha Portal of the Ministry of Labour (“Portal”);

(ii)           any fee or security deposit has to be made by e-payment;

(iii)          any acknowledgement or information relating to the matters specified in points (i) and (ii) above will be generated electronically on the Portal;

(iv)          the certificate of registration or licence will be granted online on the Portal

Background:

The Union Bank of India had issued instructions that its branches would accept non-tax receipts remitted by way of electronic mode only and no physical challans will be accepted, effective 1st April, 2018.

In apprehension that such non-acceptance of challan would create difficulties for the general public, the Ministry has decided to amend the Rules, which would take considerable time. Hence, the Ministry has issued this Notification.
