New reforms proposed under the Apprentice Rules, 1992; stipend for apprentices soon to be rationalized and fixed as per educational qualification

Through a Press Release it has been informed that, the Ministry of Skill development and Entrepreneurship (“MSDE”) has proposed new reforms to the Apprentice Rules, 1992. The proposed reforms aim at boosting apprenticeship training in the country.

An Apprenticeship Council meeting on 10th July, 2019 was held by MSDE where the following reforms are proposed:

  1. Raise the upper limit of engagement of apprentices from the existing 10% of total strength of establishment to 15%.
  2. Lower size limit of an establishment with mandatory obligation to engage apprentices from 40 to 30 and lower size limit of establishments eligible to engage apprentices on optional basis from 6 to 4.
  3. Rationalise stipend payable to all categories of apprentices.
  4. Fix stipend for apprentices linked to their educational qualification to make it easier for an apprentice to understand the program.
